The Office of the Commandant, Home Guards, Rourkela has released the Scheme of Examination for enrollment of 107 Home Guard (HG) posts in the Rourkela Police District. This notification is issued as per Advertisement Letter No. 43/HGs dated 19.02.2025. Eligible candidates who submitted applications earlier are required to appear for the following stages of the selection process.

🎯 Selection Process & Exam Scheme
The recruitment of Home Guards is a multi‐stage process. Candidates must qualify at each stage to proceed further. Below is a breakdown of the scheme of examination and marks distribution:
1. Odia Language Test (Qualifying)
Date & Time: 09.06.2025 at 7:30 AM (Ispat Stadium, Sector‐6, Rourkela)
Duration: 30 minutes
Marks: 20 (Qualifying – minimum 60% to pass)
Test Pattern:
Paragraph Writing in Odia (Any one out of four topics)
Word Limit: Approximately 400 words
Important: Only candidates who qualify in this Odia Language Test are allowed to appear for the OMR‐based Written Test.
2. OMR‐Based Written Examination
Date & Time: 09.06.2025, 8:30 AM – 9:30 AM
Duration: 60 minutes (1 hour)
Total Marks: 40 (Objective‐type MCQs)
Negative Marking: None (No penalty for wrong answers)
Syllabus:
Odia Language (Medium): Basic Odia grammar & comprehension
General Knowledge: General Awareness, Current Affairs, Rourkela/Odisha affairs (Standard: Fifth‐grade level)
Tip for Aspirants:
Brush up on Odia grammar rules, vocabulary, and essay writing.
Practice previous‐year General Knowledge questions, especially Odisha‐centric topics and current affairs up to May 2025.
Time yourself while solving 40 MCQs to finish within 60 minutes.
3. Physical Standards Measurement (Qualifying)

Minimum Standards for All Categories (Male/Female):
Note:There must be a minimum 5 cm difference between unexpanded and expanded chest measurements for male candidates.
If a candidate falls short on physical standards but excels in the “Ability Test” (Physical Efficiency), the Chief Commandant, Home Guards (Odisha) may request relaxation from the Odisha Health Officer.
4. Medical Examination (Qualifying)
To Be Intimated Later
Conducted By: Government Medical Board
Nature: Qualifying (No marks)
Criteria:
Candidates with any heart or blood‐pressure issues will be disqualified.
All medical findings are final; candidates must sign a self‐declaration about their fitness.
5. Physical Efficiency Test (20 Marks) OR Trade/Skill Test (20 Marks)
Only one option (GD candidates choose Physical Test; Skilled/Trade candidates choose Skill Test).
a) Physical Efficiency Test (General Duty)
Event: 2 km Walk (Time‐based scoring)
Men:
Complete within 16 minutes → 20 marks
Complete within 18 minutes → 15 marks
Complete within 20 minutes → 10 marks
Women:
Complete within 18 minutes → 20 marks
Complete within 20 minutes → 15 marks
Complete within 22 minutes → 10 marks
Important: Candidates must produce a self‐declaration certificate regarding physical fitness before appearing for this test (Format enclosed in Annexure‐E).
b) Trade/Skill Test (Practical)
Applicable For: Candidates with specific trades/skills (e.g., Driving, Computer Operation, Cooking, Masonry, Carpentry, Electrician, Gardening, Barber, etc.)
Marks: 20 (Practical/Theory – based on skill proficiency)
Requirements:
Experience Proof: Produce experience certificate or self‐certificate specifying trade, years of experience, and employment proof.
Driving Candidates: Must submit a valid LMV/MMV/HMV driving license.
Test Format: Separate practical or theory examinations for each trade/skill, evaluated by the selection board.
6. Personal Interview (Viva‑Voce) – 20 Marks

Objective: Assess candidate’s responsibility, personality, presentation, and suitability for police work.
Marks: 20 (Qualifying – weightage in final merit list)
7. Extra Marks for Next of Kin (NOK) of Deceased HGs – 10 Marks
To Be Intimated Later
Eligibility:
Legal heirs of Home Guards who died while in service.
Must submit required documents to claim extra 10 marks.
🧮 Marks Distribution (Total = 80 Marks)
🔹 Candidates must qualify in Odia Language Test (60% cut‐off) to appear in the Written Test.
🔹 No waiting list will be maintained; selection is purely on merit.
🔹 Final merit list will be published after approval by the Selection Board.

Educational Qualification: Passed at least Fifth Standard (for Written Test level)
Physical Standards:
Men: Minimum Height – 163 cm; Weight – 50 kg; Chest – 76/81 cm
Women: Minimum Height – 153 cm; Weight – 45 kg
Chest Expansion: Minimum 5 cm difference for male candidates
Medical Fitness: Declared fit by Government Medical Board
Trade/Skill Test (if applicable): Relevant certificate/license (e.g., Driving License) & experience proof
